The file in HP LIFUTIL format (DFS to LIF file type preserved xfer type).

You can get the LIFUTIL binary from
ftp://ftp.hpmuseum.org/lif/lifutil

If you run into trouble the easiest way to remove the header is to copy the file skipping the first 0x200 (512) bytes. i.e.

       dd if=HPILCMD.bin of=HPILCMD bs=256 skip=2

And then you have to restore the directory info:

     HPILCMD       -8055        5      256      18
