You may raise a complaint to eBay. However, they might ask you to file such complaint regarding non-delivery, misrepresentation or other problems with the item to the card issuer. I can tell you that this is true. In fact, you've to talk to your card issuer first rather than eBay any problem with the item. At least, you need not pay for that disputed item until a resolution is made. This is my experience.
