Last I heard, the latter was too backlogged to take any new work, perhaps because he's trying to retire. The first one is taking up the slack.

I think, in this case, that there is at least one diode (or a capacitor) in short. Depending your skills in "electronics", you may be able to repair by yourself... Otherwise, you can follow Garth Wilson's sugestion.
