HP-45

This may seem trivial but it has stuck with me since 1974. I have an HP-45, but its charger and manual have been lost along the way.
What’s bugging me is a neat formula that links air temperature with elevation that was used in one of the manual examples. Can someone please tell me what that formula is? —I have not been able to locate it elsewhere.

International Standard Atmosphere is 15 deg C at Mean Sea Level, and decreases at 1.98 deg C per 1,000', up to 36,000 ft.

Above 36,000', the air temp is constant at -56.5 deg C up to 66,000'.
