He's probably too lazy to setup international shippment and tried to find an excuse. Also, he was too lazy to find a *good* excuse.

That's great for American buyers, as domestic auctions usually reach lower prices than they would do otherwise. I agree about him being lazy about giving a good excuse. He could have simply said he didn't ship abroad or was not willing to do so. The way he's put it implies he won't ship to Brazil because this sounds like a risky business to him.
