Theoretically, yes. But in reality, no: I have bought enough software and other small stuff (guess what ;-) ) directly from the States and never had to pay tax or anything for items below 100$/Euros. In the few cases, where taxes were charged, these were collected directly by the postman C.O.D. ("per Nachnahme" in German).
They made me come to the toll station only once so far, but this was because the package contained a mixture of textile and non-textile sporting goods (obviuosly, there is a huge diffence in taxes between the two, who knows why?) with a total value around 500 Dollars, and the tax officer was unsure what tax to apply to which item, so he preferred to talk to me directly.
Anyway, I just saw that this DVD has now been sold for something like 40 Euros which is far more realistic than the original price.
