On this web site, under Variations & Specials, under 10C Variations, it mentions that later 10C's, 15C's and 16C's were made with 12C keyboards that were repainted.
I have discovered that HP also did this with the Pioneer series. I have recently acquired an HP-14B 50th Anniversary, and it appears the keyboard was made by repainting an HP-32S keyboard. The most obvious repainted key, shown below, was the R/S key repainted to be an = key.
