anyone knows where can buy or download de emulator and rom for hp 19 BII for pc windows xp

Sorry (hardware) emulation is not possible, because there's no ability to extract the ROM image from the HP19B(II) calculators so far.

Emu42 can do the hardware emulation of the HP19BII but without the ROM image that's useless.
