You'll see the state of the art (pun intended) there. Be aware this paper is neither discussed to an end nor even agreed on yet, but the keyboard layout shown therein is almost identical with what was agreed on after the last poll.

I for one would prefer the layout to stay the same because removing/reattaching an overlay is not something I like to do.
Or at least, I would like the option to keep the old one...
